From Monday's press release about the new points system providing for one dropped race:

 

“It is unfortunate ... some teams will still be unable to compete. To ensure the championship remains on a level playing field, however, we have made the decision to implement changes to the scoring system so these teams are not as greatly disadvantaged.”

 

 This explains why today's announcement about AGR taking over A1 Team USA mentions that Michael Andretti will be at Zandvoort "to announce the driver lineup"... with no mention of anyone actually driving.

 

So, Team USA will be missing at Zandvoort. Who else won't have a car yet?

 

I do not hope that the dutch spectators are the one's who are in a disadvantage.

The Dutch magazine Formule1 | Racereport says that only six teams have
tested their car so far, so IF the others will receive a car they will have
to run it without any practice so far, not really fair in my point of view

It will be great at Zandvoort. Just because many people love A1! But it won't be the same as last two years! Ofcourse we will support the Dutch, but only 14 cars is pretty boring! Thanks to Ferrari!

Yeeahhh, team Indonesia have a car. With a very ugly livery design tough.

Just read a report on www.F1live. com that the U>S> team is to be run by Andretti Green Racing

with the drivers possibly being Marco Andretti and Danica Patrick!

Going back to "USA have a car" I've also heard that GBR had started to assemble a car and had it taken away to give to USA because they came up with the cash.  Where does that leave GBR?  Very depressed I imagine.

Mind you, in S1, one team put the USA car together only to have another team shipped in to take over the racing!

So folks are used to being shunted by USA. 

It was announced today that the teams missing from Zandvoort will be Canada, Germany, Mexico, Great Britain, and India.

One of the teams not getting any practice ahead of time is Switzerland, surprisingly. The defending champions didn't get a car early? Money issues?

 
AGR has not mentioned anything about drivers being considered. Certainly, though, sticking Danica Patrick in there, while perhaps not the best option for race results, would be ideal for getting U.S. media coverage and sponsorship -- particularly as no team has ever had a woman race in A1GP yet (only practice).

 

I am new to this racing league. I look forward to watching and following team USA. I follow the IRL.
